What about inverting the question? Why does it make sense to provide banks who have risks that have blown up the financial system in the past, a formula to game so they can do it again? IMO the big question is will the big banks spin-off their riskiest capital markets groups (that blew up the system) to de-couple investment banking from commercial banking?
